Deputy prime Minister somkid Jatusripitak recently with the National Legislative Assembly members past weekend to provide update on the status of his economic stimulus packages and to call for a renewed push to improve the competitiveness of Thai products in the world market. One of the ways to improve competitiveness is to push for locally made products to have international recognized certifications. The National MSTQ system (Metrology Standardization, Testing, and Quality) can help to achieve this goal, The Ministry of S&T last month invited representatives from 11 ministries and over 200 participants from the private sector to discuss the need for Thai products to have certifications. For its part, the soon to be operational National at Advanced Nano Center play important role in the implementation of the MSTQ system for products with nanomaterials. The involvement will help strengthen laboratory database, development promote technical expertise in areas of measurement and testing.

“Pichet” visits Nakhon Ratchsima to follow up project “One District, one fertilizer plant” which can produce the organic fertilizer to replace the chemical fertilizer more than 20,000 tons

          27 September 2015 at Nakhon Ratchasima: Dr.Pichet Durongkaveroj, Minister of Science and Technology and party visit Nakhon Ratchasima  to follow up the implementation on the project “One district, one fertilizer plant” of organic fertilizer agriculturalists group-Ban Thong-lang, Ban Non-kui and Pimai Agricultural Cooperative group under the operation of Thailand Institute for Scientific and Technological Research(TISTR) which can produce the organic fertilizer to replace the chemical fertilizer more than 20,000 tons. Mr.Thongchai Lue-adun, Nakhon Ratchasima Governor, Mrs. Chantara Phoonsiri, Acting Governor of TISTR and representative of agriculturalist group welcome Minister.

          Mrs.Chantara explains that TISTR has organized the said project since 1974 according to government’s policy to increase national economic potential by taking good care of agriculturalists and reducing production capital for fertilizer. TISTR successes for R&D on household plate type machine for producing pallet organic fertilizer according to technical method and agriculturalists group can produce the organic fertilizer effectively to replace the chemical fertilizer. TISTR cooperates with Clinic Technology, Technical College, Rajamangala University of Technology, Rajabhat University, District and Sub-district agricultural offices to transfer technology for pilot plants, producing high-quality pallet organic fertilizer and select potential agriculturalist groups in each districts to operate the pilot project.

          “ TISTR establishes 317 pilot plants to produce the high-quality organic fertilizer throughout the countries covering northeast, east and south regions. The organic fertilizer production amounts totally 111,211 tons, valued 788 million baht which can reduce the chemical fertilizer application amount to 22,242 tons, valued 1,378 million bath. It can reduce the production capital, increase agricultural product quality, create job, career and income for local communities and also reduce chemical residues in products, in soil and in water resources, improve living quality and environment for communities and Thai society.” Mrs.Chantara said.

          Acting Governor of TISTR says that under this project, the fertilizer pilot plant is constructed for learning site to produce fertilizer according to technical method and to be production site for the qualified organic fertilizer in community.  TISTR research results use the agricultural waste to be raw material of production for example dung droppings, paddy husk, molasses and dried cassava pulp which help to reduce pollutant in community and to be beneficial for sustainable environment.

“Northeastern Innovation Expo 2015- Food and Energy Innovation Expo”

          Dr.Pichet Durongkaveroj, Minister of Science and Technology reveals that due to the success of “Northern Innovation Expo 2015” at Chiang-mai province which was held during 29-30 August 2015, many entrepreneurs and people in the north participated this expo. Therefore, Ministry of Science and Technology (MOST) gradually organizes “Northeastern Innovation Expo  2015” which is held during 26-27 September 2015 at Suranaree University of Technology, Nakhon Ratchsima before it’s organized in the south. “Northeastern Innovation Expo 2015” has selected the research and innovation results which are developed and applicable from the main academic institutes in the region and agencies under MOST. This expo performs the northeast people’s way of life which effects the success of science, technology and innovation application to develop food and energy production for communities. In addition, it’s the regional universities’ research and innovation on medicine, agriculture, food, energy, ICT, electronics and cosmetics, expanded to commercial.

          Assoc.Prof.Dr.Weerapong Pairsuwan, Permanent Secretary of MOST says that innovation creation is important for competitive capability and national social and economic development which lead to be the developed country. It should increase S&T capability, R&D in order to create national innovation which can compete with foreign countries, to regulate R&D and to create innovation systematically. It leads to increase more income, reduce inequality, create Thai society and also create stability, prosperity and sustainability of the country.

          Asst.Prof.Dr.Phongchai Jittamai, Manager, Suranaree University of Technology Science Park (SUTSP) says that Northeastern Innovation Expo 2015 is organized under the concept- technology and innovation development on energy for reducing the foreign technology application, reducing to import and increasing value-added agricultural production by food production and processing in order to create sustainable income and national stability. The highlight of expo are: completely waste disposal system, native-chicken breeding development, visit waste disposal plant, visit biomass power plant and visit Synchrotron Light Research Institute.

          This expo has the activities in 3 zones as follows;

-         Zone A:Exhibition -Technology and Innovation research results on food agriculture and energy from developing level to success level.

-         Zone B: MOST research results

-         Zone C: Business Matching among entrepreneurs, researchers and private sectors.

This opening ceremony on 26 September 2015, Dr.Pichet Durongkaveroj, Minister gives the special speech on “Build Nation on Science and Technology” and signing MOU licensing for intellectual property.   Assoc.Prof.Dr.Weerapong Pairsuwan, Permanent Secretary also gives the special lecture on ”Northeastern Science and Technology Infrastructure Databank(NESP STDB 2015)”

27 September 2015, Prof.Dr.Prasart Suebka, Rector of Suranaree University of Technology signs the MOU licensing technology for community waste disposal “Refuse-Derived Fuel:RDF” and Mechanical Biological Waste Treatment (SUT-MBT) 25 pilot projects in order to compensate to the society in the occasion of 25th anniversary of the establishment of Suranaree University of Technology and also present the project on household biogas production system.

The participants in 3 Regional Innovation Expo are the investors interested in innovation business, the entrepreneurs in innovation business, private sectors groups government agencies, lecturers, researchers students and publics.

16 September 2015: Dr.Pichet Durongkaveroj, Minister of Science and Technology presides over the opening ceremony “NECTEC Annual Conference and Exhibitions 2015” under the concept “NECTEC: A Driving Force to an Innovation Economy” organized by National Electronics and Computer Technology Center (NECTEC) of National Science and Technology Development Agency(NSTDA) at Holiday Inn Bangkok, Sukumvit 22, Bangkok.

Dr.Pichet says that under the concept “ A Driving Force to an Innovation Economy” harmonized with the national situation now . It emphasizes on balance the national development with innovation which lead to 3 dimensions growth: sharing growth, value-added growth and friendly-environmental growth.

This exhibition today harmonizes with the national situation and the government’s policies which emphasize on the importance of national development with sustainable social and economic strengthening by accelerating R&D capability on science and technology of the country. It should promote and support sufficiently R&D investment in order to serve the national requirement, including enhancing research personnel and creating both domestic and international research networks for agricultural, industrial and business sectors for social and people’s benefits. 18 September 2015 at Naning, The People’s Republic of China: Dr. Pichet Durongkaveroj, Minister of Science and Technology leads the executives to meet Dr.Cao Jianlin, Vice Minister of Science and Technology of China in order to consult the progress of science, technology and innovation cooperation project under the implementation on “Science and Technology Partnership Program(STEP)”. Both sides have exchanged the achievement and ready to extend the cooperation for strengthening science, technology and innovation of both countries. Additionally, Dr.Pichet has ever jointly worked with ASEAN for a long time therefore he is pleased to be representative to create relationship between China and ASEAN to develop Asia Pacific region.

Minister of Science and Technology says that both countries agreed to promote science, technology and innovation since 2013 under STEP framework by joint committees and working groups as the mechanism to implement successfully 4 projects in only 2 years especially China-ASEAN Technology Transfer Center Project (CATTC), implemented by Technology Management Center (TMC) of National Science and Technology Development Agency (NSTDA) of Thailand. This center has an objective to be center for technology transfer among agencies concerned, research institutes and universities of the ASEAN countries. The activities have already achieved in various fields for example technology management training, business negotiation and to lead Thai entrepreneurs to participate the products and technology exhibitions, mainly rice and grain business which increases more economic value. In this matter, Thailand – China Technology Transfer Center plans to be established in Thailand Science Park, Pathum Thani including to bring Chinese technology and innovation to perform in National Science and Technology Exhibition 2015 on November 2015.

Dr.Pichet says that the second cooperation is the project to establish joint R&D laboratory on mutual interested fields. Both countries start to operate on the high-speed train technology, implemented by NSTDA and Thailand Institute for Scientific and Technological Research (TISTR) to organize training on vibration testing system for engineers and workshop on high-speed train controlling plans to be organized. The third cooperation is young scientists exchange project, operated by National Science, Technology and Innovation Policy Office which China supports fellowships for Thai researchers to work at China-ASEAN Technology Transfer Center. It plans to cooperate the new business and science, technology and innovation policy.

The last cooperation is the service system and information exchange on surveying satellites, operated by Geo-Informatics and Space Technology Development Agency (GISDA) to implement satellite photographic data exchange in various fields for instance agriculture, environment and disaster prevention. There is training on surveying satellites for sustainable development, setting satellite control devices with software at GISDA and extending cooperation to manage satellites application effectively.

“This year is the 40th Anniversary of Diplomatic Relation between Thailand and the People’s Republic of China. It is a good opportunity to summarize the implementation and more projects can be cooperated for example technology development for disaster management and forecasting, Chinese space technology for Thai researchers, electric automobile development which China strengthens on battery research, R&D on solar energy and solar cell technology, science, technology and innovation policy research. As the matter of fact that we work together with ASEAN continuously for several years, we are ready to coordinate China with ASEAN” Dr. Pichet said.
