MOST is requested by Lampang province to apply science, technology and innovation for promoting potential for competition on economic and social aspects, agricultural safety, SME’s entrepreneurs’ and OTOP groups’ potential. The outstanding Lampang’s products are ceramic products, Khaotan rice cracker and Pattavia pineapple. At this time, MOST by Thailand Institute for Scientific and Technological Research (TISTR) has an important role to help Pineapple Co-operative Group at Ban Sadet sub-district and Amphan Khaotan rice cracker entrepreneurs at Ban Pao sub-district, Muang Lampang.

Amphan Khaotan rice cracker produces and distributes both retail and whole-sale. The problem of this enterprise is during fried sticky rice processing, there are many small pieces of sticky rice cracker broken. The entrepreneur wants to increase value-added the rice cracker waste. TISTR help to improve production process to create new products from rice cracker waste to be “Longan Chocolate Rice Bar” and also develop packaging for retail sale.

The problems of Lampang pineapples are the unqualified plant breeding and no central markets which affect to high transport cost. TISTR improves new plant breeding by selecting the qualified plant breeding according to standard by technology for improving plant nutrient. And TISTR also develops the processing- products from pineapples for value added for instance vinegar, dried pineapple and pineapple curry. TISTR supports knowledge application and technology for processing machine to increase efficiency for community enterprises’ production. Especially science, technology and innovation application extends community strengthening.  The community enterprises and co-operative groups should exchange learning mechanism each other which is beneficial for Thai society.

Additionally, Geo-Informatics and Space technology Development Agency (GISDA) as the agency to provide the data services on satellite and geo-informatics and also develop data system on agriculture in order to manage plantation areas. GISDA makes the Lampang pineapple plantation area map from satellite photograph including map on plantation scale and agriculturalists’ data in order to know production capacity and also overlaps the data concerned for example data on pineapple land suitable, data on plantation size, data on weather, humidity, aridity and factory location for pineapple integrated management.  GISDA cooperates with Lampang Agriculture Office and Lampang Pineapple Co-operative Group to develop and transfer knowledge for database management.

In this matter, Minister of Science and Technology is interested in detail and standard on map and geo-informatics data and also assigns the policies to make central maps for mutual systematical application and proceed this matter to the next MOST meeting.

In the 2nd Mobile Cabinet Meeting held on 30 June 2015 at The International Convention and Exhibition Center Commemorating His Majesty’s 7th Cycle Birthday Anniversary, Chiang Mai. The exhibition is organized to present operation of each ministries.

Dr.Pichet Durongkaveroj, Minister of Science and Technology says that MOST by Geo-Informatics and Space Technology Development Agency(GISDA) jointly organizes exhibition to present technology for survey satellite system for development or THEOS-2 which is spatial management system for country, provincial and local level / covering agricultural aspect to set land suitable for planting, production and processing planning, to follow up planting, to forecast domestic and foreign economic crop products / covering disaster aspect to follow up, analyze and prevent the area of flood, drought, forest fire and pollutants / covering security aspect to follow up around frontier, drug planting area in order to arrange strategic area management / covering natural resources aspect to manage forest area, sea resources, water resources, urban planning, tax collecting, land use for construction public utility management and infrastructure area.

In this matter, this exhibition also presents central geo-information retrieval system and services which is the map integrated system among ministries concerned. It is the center of national geo-information, to reduce the overlapped operation, to increase efficient management, to regulate, follow up and plan for future operation and extend the development in various aspects.

Dr.Pichet says that National Astronomical Research Institute (NARIT) as the agency to regulate Thai National Observatory, equipped 2.4 m. diameter telescope, the greatest and most modern in ASEAN, located at Doi Inthanon, Chiang Mai to present Astronomical infrastructure of the country for R&D and Astronomical learning in the future. One of these is Thai National Observatory or Thai National Observatory to commemorate His Majesty’s 7th Cycle Birthday Anniversary.

Moreover, there are 5 Regional Observatories located at Nakhon Ratchasima, Chachoengsao, Songkla, Pitsanuloke, Khon Kaen. The first Regional Observatory for the Public (ROP) at Nakhon Ratchsima has already opened in 2014 and the second one at Chachoengsao is under construction and plan to open in 2017. NARIT also has automatic telescope network located at Chile, China, Australia and Mexico connecting global sky for Thai people’s learning 24 hours.  Finally, Astro Park is open at Chiang Mai, it is the ASEAN center of knowledge and Astronomy Innovation and also expand network internationally. MOST hopes that when Astro Park finishes the construction completely, Chiang Mai will be the Astronomical capital, to be national and Southeast Asia regional center of Astronomy.
