The Cabinet approves “Talent Mobility Policy” to promote the researchers and the government-scholarship students working in the industrial sectors.

Ministry of Science and Technology(MOST) publicizes to motivate “Talent Mobility Policy” after the Cabinet’s approval for the researchers and the government-scholarship students working in the industrial sectors and get the official-services ages to compensate for the scholarship and gain the salary promotion according to the regulation of their originated agencies. MOST prepares to organize “Talent Mobility Fair” matching the researchers and the private sectors on 25 March 2015.

          Due to the researchers in the government and university agencies have more than 83% and only 17% of them is in the private sectors. While the private sectors enlarge R&D investment, the need for science, technology and innovation personnel will also increase. For this reason, the government approves the policy on science, technology and innovation personnel promotion by supporting the researcher and government-scholarship students from universities and research institutes to work for increasing the efficiency in private sectors under Talent Mobility Policy. According to the proposal that the researchers work full-time in private sectors and get the official-services ages or working ages from their originated agencies. In case, they are committed to scholarship contracts, they can compensate the official-services ages according to the contracts. In addition, the researchers can propose their working results in private sectors for academic-position promotion and so on including their salary promotion depend on the regulation of their originated agencies.

          Ministry of Science and Technology(MOST) by National Science, Technology and Innovation Policy Office initiatively establishes ”Talent Mobility Clearing House” to collect the researchers’ and experts’ data and the data of industrial sectors’ requirements especially SME’s group and to collaborate in matching personnel and experts. By this way, the capital of investment decrease while the efficiency in production and the products’ development increase. Talent Mobility Clearing House disseminates in 4 places in the country.           In order to motivate Talent Mobility Policy officially, National Science, Technology and Innovation Policy Office organizes, ”Talent Mobility Fair” on 25 March 2015. This fair organizes the meeting between the researchers and the private sectors to exchange experiences of researchers who work in private sectors, to show the outstanding research results from partner agencies and to present the data base on researchers which is beneficial for private sectors.
